How the building permit procedure actually runs

Permits are rarely late because of the form. They are late because inputs were not ready.

A lot of stories circulate about building permits in Croatia, and very little sequence. Here is the sequence.

First, the permit is not requested for an idea but for the main project. Before filing, complete technical documentation exists: architecture, structure, services, and the specialist reports the site requires. If that package is not aligned, the procedure stops at the first review.

Second, before filing, special conditions and confirmations are collected from public bodies. Water, power, traffic, nature or heritage protection where relevant. Each body has its own clock. Those clocks cannot be skipped, but they can run in parallel, and that is where most time is won or lost.

Third, the application goes to the competent building department. A clean file passes the completeness check, then the substantive review. Requests for supplements are not a punishment, but each one extends the timeline. That is why it pays to file a package that has already passed an internal check.

Fourth, after issuance the permit becomes final once appeal windows close. Only then does it make sense to contract a builder with firm dates.

What do you control as the client? Three things: clean ownership documentation, timely decisions on the project's open questions, and choosing a team that prepares the documentation as one whole rather than a pile of attachments.

Our advice above all: do not start the main project until plot analysis has clearly said what is possible. Permits are rarely late because of the form. They are late because something important stayed unknown for too long.
