Once the concept aligns with the plan, it must be filed with the authority. This service helps you submit a complete package and keep written exchanges in order. We prepare the documents, coordinate consultants, and conduct written communication with the spatial planning and construction department.
A location permit is an administrative procedure with its own pace. Authority time limits do not bend to preference. Our obligation is complete documentation and a written record of every exchange in the decision log.

Duration and rhythm
Authority duration is set by the authority. Our part (preparation and submission) is usually six to ten weeks; total procedure duration is typically six to eighteen months depending on complexity.

Rules and procedures in Croatia
- The location-permit procedure is governed by the Construction Act and related implementing regulations, in alignment with spatial plans.
- The submission must be technically coherent and complete; the competent administrative body runs the procedure within the legal frame.
- The concept design attached must match the level required for filing, not an earlier sketch stage.
- Proof of ownership or status, design attachments, and specialist statements are commonly required depending on the building.
- Digital channels (ISPU) apply where the rules require them for the case and authority.
- Authority supplements are not by themselves proof of a poorly prepared filing; a controlled and timely response matters.

The outcome depends on applicable law, evidence completeness, and the authority's assessment. A final permit allows work to move into the main project; it does not replace it.

What slows or breaks a submission.
Incomplete submission
The file is missing an attachment, signature, or updated drawing version. The authority returns it for completion and timelines slip.
Completeness check before filing
We walk the attachment and version list before sending. Missing items are added until the package is whole.
Misaligned attachment versions
Architecture, survey, and discipline attachments do not match by date or content. The authority asks for alignment.
One package, one version
All attachments come from the same controlled set with the same version number. No parallel copies from different sources.
Shift in regulatory interpretation
Mid-procedure the authority asks for an extra elaborate or a different form of proof. Timelines become uncertain.
Tracked updates and timeline reserve
We log every authority request and response with an authority time limit. The filing plan leaves room for supplements without improvisation.
Ownership change mid-procedure
Parcel or owner status changes while the procedure runs. The filing no longer matches the facts.
Pause and continue, in writing
We agree what happens when status changes: pause, document update, continue. Everything goes into the written procedure log.
