Concept design translates feasibility into architecture. The aim is a clear spatial organisation, a defined mass, and a defined programme, before expensive detail documentation begins.
This is the first time the client sees space, not just numbers. The largest number of irreversible decisions are made here. That is why we prepare at least three spatial options with a balance of trade-offs.
The service is available for projects in Zagreb, Zadar, Dalmatia, and other locations in Croatia, depending on project type and scope.

When concept design closes, the location permit opens, or, exceptionally, direct entry into the main project when the regulatory frame is already known.

- Yes. The concept is a standalone document that remains useful if the project resumes years later or is handed to another team.
- Two rounds of revisions per option, at the whole-design level. Detailed material and equipment revisions belong to later services.

Legal and regulatory context (Croatia)
- Concept design is the basis for further technical and administrative steps, but is not itself a permit act.
- The concept must align with the applicable spatial plan and conditions formally checked in the permit procedure.
- The concept package serves special conditions and direction decisions; its depth is not main-project depth.
- Specific interventions may require preliminary studies depending on building type and site.
- Architectural documentation is produced within the authority and responsibility of a chartered architect.
- Use rights for drawings and views must be clearly contracted before publication or sale to a third party.
- Tenet does not guarantee the authority will accept the concept without supplement; supplements are a normal part of working with the authority.
Selecting a concept does not substitute the legal validity of the procedure or automatically create a right to build. The next step depends on special conditions and the client's decision.

Where concept design typically breaks and how we prevent it.
Revisions after a verbal lock
The concept is treated as finished verbally, then new requests follow. Each round changes volume, facade, or layout without a clear boundary.
Versioned reviews with sign-off
We label each variant and send it for written approval. Only then does work move toward the location permit or main project.
Conflict with the spatial plan
Form and envelope develop before the plan is checked. A late conflict forces expensive rework of the concept.
Regulatory check inside the concept
Plan review is part of the concept, not a late add-on. Parcel limits and use keep the form honest from the first drawing.
Build cost above expectations
The idea reads well on paper but build cost was not tested. The client sees the gap only on the contractor's quote.
Indicative estimate in the concept
We give an investment range by major item already in the concept service. Figures are rough but enough to decide before the next service.
Unclear use rights
Renders and views are used in sales or marketing without an agreement on authorship. A later dispute costs more than an early contract.
Written frame before publication
Use, transfer, and publication are agreed before work starts. Anything not in the offer stays out of circulation.
What enables serious concept work.
- Conclusion from plot analysis or equivalent plan extract.
- Programmatic brief (unit count, areas, priorities).
- Indicative budget and time frame.
- Existing sketches, site photography, surveys if available.
- Names of consultants already engaged (structure, MEP, landscape).
A missing document is not a blocker for the first conversation. Note what you have, what is missing, and what you would like to reconstruct.
