Why a stage must end with a document
If work stops mid-drawing without stage completion, the trail is lost. If it stops after a delivered service, you hold the documents.

Resume
We check whether plan, regulation, or site state changed. We update assumptions. We continue from the last completed document. Larger programme changes go by annex.
